Chinese representations on the score of
illegality, with a Foreign Office memorandum on the question, are in No.14 flagged in 52747.
The legality, or otherwise, of the action of
the submarine in the case of the "Irene" is
not really any concern of ours:
if any
compensation has to be paid it will be the Admiralty that will have to find it.
might be referred to Mr. Bushe in case he has
any observations to make, but, subject to
anything he may say, I should be disposed to reply that Mr. Amery does not wish to express any views as to the reply to be returned to the
Chinese Minister for Foreign Affairs, while
enclosing the duplicate enclosures to No.2
which include the official report of the
proceedings in Hong Kong.
